
Texas CHL Statistics
The Texas Department of Public Safety publishes a
statistical report of CHLs issued, denied, and revoked.
Section 21
of Article 4413(29ee) authorizes and requires the compilation of this
information.
The fifth release occurred on 6/10/96, coinciding with a public hearing
on the CHL law in Houston. Most of the following information was
sent to me by Jeff Halapin, and I
have added a few extra bits from the Fort Worth Star-Telegram and the
Dallas Morning News.
As of 6/5/96, the DPS has:
- mailed 256,755 applications
- received 83,158 completed applications
- issued 66,775 CHLs
- denied 97 applications
Further information presented at the public hearing:
- The state comptroller estimated that 76,632 people would apply for a
CHL in the first year. That figure was surpassed on 5/8/96. The
revised estimate has been raised to 120,000.
- Two people have been fatally shot by CHL holders. In the first incident, a Dallas
County grand jury declined to issue an indictment. The other, which
occurred in Houston on 5/30/96, is pending. A separate incident that was
originally reported to involve a CHL holder was not included in this
total.
- A total of 11 CHL holders have been arrested while carrying a handgun.
- 2 CHL holders have committed suicide.
- 51 shots by CHL holders have been documented, but 40 of them were
reportedly fired by one person, at a tree in a public park.
