and eliminate possible conflicts arising from the

Treaty Banning Nuclear Weapon Tests in the Atmosphere

To prohibit nuclear weapon test explosions or other nuclear
explosions in the atmosphere or in outer space,
under water, including territorial waters or the high seas,
or where such an explosion would cause radioactive debris
to be present outside the territorial limits of the State
under whose jurisdiction or control such explosion is conducted.
